Assistant Manager, Procurement Management

Responsibilities

• Non-IT Procurement Management : Prepare and / or review proposals for non-IT procurement activities by ensuring all activities comply with internal policies and audit requirements.
• Ensure vendor due diligence checks are conducted by the relevant department prior to engagement.
• Annual price comparison evaluation for regular purchase items.
• Assist on new procurement sourcing and strategic sourcing best practices and processes.
• Oversee Purchase Order (PO) fulfilment and ensure the goods and services are delivered accurately and within the stipulated timeline.
• Coordinate and assist legal and compliance reviews and approval process for procurement or sourcing of contracts or agreements.
• Non-IT Inventory Management : Oversee the inventory process for effectiveness and efficiency; ensure the bank's supplies movement plan and define strategies of replenishment or delivery schedule and stock levels from the cost and continuous supply perspective; manage inventory administration including monthly stock counting.
• Non-IT Fixed Asset Management : Ensure and accurately register all bank's fixed assets and tagging; conduct annual fixed asset checks and tagging; coordinate accounts payable team asset reconciliation; act as system administrator to monitor organization systems, implement enhancements as needed, and ensure compliance with security standards; oversee license renewals and software upgrades prior to end-of-life.
• Ensure compliance with key internal controls by defining effective procurement governance and risk governance, policies and procedures, and monitoring compliance.
• Lead the annual vendor performance evaluation to assess service quality, compliance and drive continuous improvement.
• Manage departmental responsibilities relating to risk identification and self-assessment, audit compliance and project execution in alignment with organizational objectives.
• Manage expense and budget management with a cost reduction focus; develop cost / benefit analyses and benefit realization plans; implement and assess inventory control frameworks.
• Plan and lead annual fixed assets reconciliation; ensure compliance with the Bank's compliance program and report any unusual or suspicious transactions.
• Maintain confidentiality of bank and customer information; escalate to Supervisor / Management as needed; perform other duties as assigned and cover duties in the department during absences; support bank activities during emergencies.
• Lead and coordinate department project initiatives, including monitoring progress / resources and liaising with key stakeholders to ensure milestones are completed on time.
