Role Summary

The incumbent will work directly with Head of Information Technology (HOIT), assisting in the overall daily running of the IT Department. This will include monitoring status of all incidents, root cause investigations, performance capacity planning, preparing IT financial planning, forecasting, and assisting HOIT on strategizing IT roadmap, managing and monitoring all projects deliveries and implementation in line with IT and business roadmap.

The incumbent will also work directly with various IT units, such as Project Management Office, Development teams, Security and Governance units, to deliver the optimum IT operations effectiveness to Rakuten Trade. The incumbent will also work with Security and Governance teams to ensure that IT all processes comply with statutory requirements and assist the Head of IT in formulating effective procedures and controls to monitor compliance levels.

Key Responsibilities

1. Strategic & Operational Leadership

Assist HOIT in defining and executing IT strategy, roadmap, and performance objectives.

Oversee IT financial planning, budgeting, and cost optimization.

Drive technology innovation to enhance operational efficiency and customer experience.

Ensure stability and scalability of network infrastructure and enterprise systems.

Lead modernization initiatives, including automation and system upgrades.

Improve resiliency by overseeing IT Disaster Recovery (DR) and Business Continuity Planning efforts.

Ensure teams provide prompt reporting of technology issues, always keeping Senior Management informed and provide recommendations on actions as and where needed.

Develop and implement cloud migration strategies (IaaS, PaaS, SaaS).

Manage hybrid and multi-cloud environments ensuring security and compliance.

Optimize cloud cost management and performance monitoring.

4. Cybersecurity & IT Governance

Enforce IT governance frameworks, policies, and compliance with regulatory standards.

Collaborate with Security teams to strengthen Rakuten Trade’s cybersecurity posture.

Monitor IT risk management processes and ensure audit readiness.

To assist the HOIT to act as a central point for all Audit and Regulatory related issues or queries pertaining to IT.

Oversee IT projects through PMO, ensuring timely delivery and quality.

Manage vendor relationships for technology services and negotiate contracts.

Evaluate emerging technologies for adoption and integration.

Mentor IT teams, fostering a culture of innovation and accountability.

Support workforce planning and skills development in Infrastructure, networking, Cloud, Security, and DevOps.

Assist the HOIT in performance objectives and strategies for the various units IT department and providing guidance to IT staff as needed.

To work with the Head of IT to perform IT resource planning and management.

7. Systems Development

Selecting and implementing suitable technology to streamline all operations and optimize efficiency to gain a competitive advantage.

Work with HOIT and various other IT units in designing and customizing technological systems and platforms to improve both operations and customer experiences.

Work with the Head of PMO to oversee all IT related projects, ensuring scope and deliverables are met based on agreed timelines.

Work with Development teams to plan and implement enhancements to by providing accurate information on timeline, efforts, based on business needs and priorities.

8. Others

Provide layman advice and interpretation of technical jargon to non-technical audiences and Senior Management of Rakuten Trade.

Establish relationships with stakeholders to develop trust and ensure reliability, timely reporting and ensuring accuracy of information reported.

To develop and manage the delivery of regular MIS reports and presentations fit for Senior Level audience.

To deputise for the Head of IT during all Board, IT Committee and Head of Department meetings.

What We’re Looking For

Broad knowledge across multiple IT domains, such Software application Systems Development lifecycle, Project Management and Infrastructure, IT Security, Risk Management and IT Governance.

Proficient in establishing IT Governance Framework and IT Security Policies and IT Procedures

Good working knowledge of Business Continuity and Disaster recovery planning will be an added advantage.

Exposure or certification to ISO27001 / 27003 framework, ITIL, COBIT and other related standards is an added advantage.

Must be willing to work extended hours and on weekends if and when necessary and provide leadership during any major incidents.

Qualifications

Degree / Masters in IT related field with minimum of 10 years in managerial position.

At least 5 years’ experience hands-on in end-to-end IT Systems Operations.

Good knowledge of IT Systems and Infrastructure, and / or DevOps

Strong interpersonal and communication skills.

Strong strategic and business mindset

Experience in data analysis, budgeting, and cost benefit analysis.

Good experience in preparing MIS reports for Senior Management and C-Suite audiences.
