Senior Executive Quantity Surveyor (Tender)
The Quantity Surveyor will manage all financial aspects of construction projects in Malaysia, ensuring they are delivered within budget while adhering to local regulations and standards. This role is responsible for managing the tendering process and cost management for construction projects from pre‑contract to post‑contract stages. The role ensures accurate cost estimation, effective procurement, contractual compliance, and financial control to achieve optimal project value and profitability.
Responsibilities
- Study and analyse tender documents, drawings, specifications, and requirements.
- Prepare detailed cost estimates covering materials, labour, equipment, and preliminaries.
- Issue Request for Quotations (RFQs) and evaluate supplier / subcontractor quotations.
- Conduct price rationalisation and comparison to ensure competitiveness and accuracy.
- Prepare tender clarifications, pricing summaries, and cost breakdowns for management review.
- Compile, finalise, and submit complete tender packages (technical and commercial).
- Participate in tender presentations and negotiations with clients or consultants.
- Develop and implement tender strategies to improve project win rates and profitability.
- Prepare and review Bills of Quantities (BQ), cost plans, and tender reports in compliance with standards such as SMM2, CESMM, and MS CESMM.
- Review conditions of contract, including special conditions and risk implications.
- Assist in the preparation of main and sub‑contract agreements and ensure documentation accuracy.
- Coordinate with consultants and internal teams on cost planning and budgetary control.
- Manage variation orders, change work assessments, and progress claims.
- Review and evaluate contractual claims, including Extension of Time (EOT) and loss & expense claims.
- Participate in project cost monitoring, cash flow forecasting, and financial reporting.
- Prepare and finalise Final Accounts for both client and subcontractors.
- Support project team in contractual correspondence and dispute resolution.
- Source and evaluate subcontractors, suppliers, and vendors.
- Prepare and monitor procurement schedules to align with project timelines.
- Liaise with project managers, engineers, and site teams to validate quantities and work progress.
- Participate in value engineering and propose cost‑saving alternatives during tender or execution stages.
- Reporting to the COO and assisting Commercial Team on all QS matters.
- Assist the COO in dealing with commercial aspects of the procurement of plant & equipment, construction materials and the preparation of Sub‑Contracts.
- Assist the COO and Project Manager in ensuring all Contract / Sub‑Contract Documents are properly executed.
- Assist the COO in raising all applications for Contract payments to the Project Clients including securing Variation Orders and Cost Claims to be approved by the Client.
- Assist the COO / Project Manager in preparing Sub‑Contractor’s payment certification.
- Assist the COO / Project Manager to secure financial closure to all Contracts and Sub‑contract accounts at the end of the Project.
- Assist the COO in preparing and monitoring Commercial forecasts, Project Forecasts and budgets as and when required.
- Work closely with all Project Staff, providing assistance and advice as reasonably requested.
- Comply with the Company’s ISO 45001 : 2018, ISO 14001 : 2018 and ISO 9001 : 2015 requirements, and all other applicable rules, regulations and policies.
- Perform any other duties and responsibilities as assigned by the supervisor.

Minimum 6–7 years of experience in quantity surveying within the Malaysian construction industry.Strong knowledge of Malaysian construction contracts, cost management practices, and relevant regulations.Comprehensive understanding of tendering procedures, cost planning, and contract law.Strong knowledge of SMM2, CESMM and other Malaysian standard contract forms.Skilled in cost estimation, BOQ preparation, and tender evaluation.Proficient in variation management, EOT assessment, and final account settlement.Excellent analytical, negotiation, and communication skills.Competent in Microsoft Office (Excel, Word, PowerPoint) and basic AutoCAD.Proficiency in cost estimating software, MS Office Suite, and project management tools.Excellent analytical, negotiation, and problem‑solving skills.Ability to work under pressure and meet tight deadlines.Strong attention to detail and commitment to quality.Local candidates preferred.
