Senior Legal Counsel, Administrative Enforcement & Litigation Unit | Legal Department
Position Purpose
The position is responsible for providing legal advice and services in the areas of administrative enforcement actions under the laws administered by the Bank, anti-money laundering and anti-terrorism financing laws, and human resources law, as well as civil proceedings instituted by or against the Bank. The Senior Legal Counsel is a leadership position and is responsible for supervising Associate Legal Counsels and Legal Counsels in discharging the team's various mandates.
Principal Accountabilities
- Legal Opinions : Provide quality and timely legal advice, whether as lead officer or in a supervisory capacity, to internal stakeholders on the following core practice areas :
Administrative enforcement under the laws administered by the Bank;
Anti-money laundering and anti-terrorism financing;Human resources law;Administrative Enforcement : Provide quality and timely legal advice and services, whether as lead officer or in a supervisory capacity, in relation to administrative enforcement actions taken by the Bank, including but not limited to :Assessing potential contraventions and perusing evidence;
Providing advice on due process;Drafting and executing enforcement instruments.Legislation : Provide quality and timely legal advice and services, whether as lead officer or in a supervisory capacity, in relation to drafting legislative instruments under the Bank's purview, including but not limited to :Principal and amendment Acts;
Subsidiary legislation.Civil Litigation : Oversee civil cases initiated by or against the Bank, or if the Bank is otherwise involved in, which includes the following :Liaising with the courts and external legal counsels;
Drafting and vetting cause papers;Act as advocate for the Bank.Stakeholder Management : Establish and maintain good working relationship with internal stakeholders, Attorney General's Chambers, Treasury Solicitor's Office, Commissions, Bar Council, Police, Government agencies and external lawyers on related matters.Special Projects : Participate in other special projects as assigned by the department's management.Qualification & Experience
Academic Qualifications
Bachelor of Laws (Hons.) (2nd class upper and above) or equivalent, preferably with a Masters Degree in Law.Experience
At least 6 years of experience in professional legal services, either in public sector, in‑house legal services or in private practice, preferably in leadership or supervisory roles.Experience in financial services law, administrative law, law enforcement, human resources law and / or civil litigation.
