Responsibilities
- Manage and maintain Project / Operations HSSE Management System to ensure compliance to Client’s HSSE requirements, MISC HSSE Management System, standard, local and international HSSE regulatory / statutory requirements, Classification rules, relevant codes & standards requirements and industry practice.
- Execute Project / Operations Management HSSE through :
HSSE Plan and programs.
Compliance with Clients’ requirements.People, environment, assets and reputation are protected in line with Group HSSE policies and procedures and in conformance with the industry standards and regulatory requirements.Implementation of ISO 45001 and ISO 14001.Contractor HSSE management.Project HSSE Planning
Develop Project / Operations HSSE Plan and HSSE KPIs.Ensure all activities are conducted safely and in line with MISC Offshore HSSE Management System, HSSE Plan, policies and procedures and in conformance to the national and international industry HSSE regulations to protect life, assets and environment.Project / Operations Risk Management
Undertake a full HSSE risk assessment of the work before commencing through Job Hazard Assessment (JHA) / Task Risk Assessment (TRA) as a minimum. Ensure HSSE risk assessments become an integral part of Permit to Work (PTW) System.Actively participate in Project / Operations HAZID and HAZOP, and risk assessment arises from Management of Change (MOC) process.HSSE Supervision and Monitoring
Supervise and monitor HSSE activities between MISC Offshore Project Management Team (PMT), Operations team, Client, Contractors and other stakeholders to ensure they abide with HSSE plans, policies and procedures.Facilitate Project / Operations HSSE meetings.Report Project / Operations HSSE performance.Contractor HSSE Management
Monitor compliance and supervise implementation of Contractor HSSE Management requirements.Review Contractor’s HSSE documents such as Project HSSE Plan, HSSE procedures, HSSE programs, HSSE performance, emergency procedure, training plan and risk assessments.Regular engagement with Contractors throughout the Project and / or Operations phase.Project / Operations HSSE Documentation
Coordinate and analyse information / data for the development / revision of specific HSSE Management Plan and procedures to ensure compliance with contractual requirements, HSSE regulations, international standards and industry best practices.Consolidate and analyse HSSE data for predictive and improvement purpose.Compile HSSE lessons learnt from internal and industry happenings, ensure effective communication of the learnings, and incorporate into Project / Operations systems and practices.Project / Operations HSSE Management
Focal person on HSSE matters throughout Project and / or Operations phase.Implement HSSE pro‑active measures in the site activities as stated in HSSE policies and procedures of the company.Monitor the implementation of action items from HSSE non‑compliance issues, incident investigation, assurance exercises, lessons learnt, safety studies, etc. and ensure close‑out.Communicate and promote HSSE campaigns and awareness programmes to project team / offshore crew and Contractors.Establish, develop and improve networking with Client and Contractors, HSSE authorities and practitioners in the Oil and Gas industry.Activate and implement Emergency Management Plan in case of emergencies.Ensure emergency preparedness of the team through planned emergency training and drills.Coordinate reporting and participate in managing accidents / incidents / crisis to safe life, quick recovery of assets, prevent damage to environment and maintain reputation of MISC.Conduct HSSE investigation on all accidents, incidents, near‑misses, UCUA that occur during Project or Operations phase.Analyse and establish root causes for detailed assessment and implement close‑out actions.HSSE Assurance & Inspection
Plan, manage and conduct HSSE audit compliance on Contractor’s activities to ensure their activities / performance is in conformance to the contractual requirements and HSSE regulations and standards.Perform regular site HSSE inspection and verification.Plan, manage and lead Safeguard Assurance exercises to verify effectiveness of risk mitigation measures, Advanced Safety Communication (ASC) activities, and IOGP verification exercises.Project / Operations HSSE Competency
Review competency compliance of Contractors and PMT / Offshore crew in handling critical activities prior to start work.Monitor and ensure completion of HSSE training plan for Contractors and PMT / Offshore crew.Job Requirements
At least 10 – 15 years of relevant working experience in the oil & gas industry or maritime industry.Minimum ten (10) years’ working experience in Occupational Health & Safety.Experience in Project HSSE Management for at least two (2) EPCIC FPSO projects or major topsides fabrication, and / or in Operations HSSE Management for at least two (2) FPSO operations.#J-18808-Ljbffr
