Procure critical / complex / high value / major packages at competitive cost, meeting requirements, within budget, in timely manner and in compliance with the Procurement Manual to ensure cost recovery from Shareholders and MTJA.
CARIGALI HESS is a joint venture Oil and Gas company between PCJDA Ltd and Hess Oil Company of Thailand Ltd based in Kuala Lumpur engaged in gas production in Block A-18 of the Joint Development Area administered by the Malaysian-Thailand Joint Authority (MTJA). The block is located approximately 150km NE of Kota Bahru in approximately 60m of water. The facilities include central gas processing facilities at Cakerawala Production platform (CKP), a riser platform (CKR), a bridge-linked wellhead platform (CKA) and a newly installed Booster Compressor Platform (CKX) which is also bridge-linked to facilities at the central processing area. We also have a number of remote wellhead platforms (WHPs).

Responsibilities
- Conduct market survey to ascertain current market condition and establish benchmarking on the availability of resources.
- Develop contracting strategies, evaluation criteria and tender packages for materials and services with users to meet Company requirements.
- Conduct bid evaluation, facilitate technical clarifications and conclude award recommendation within target schedule to avoid disruption to Company’s activities.
- Compile and finalize Contract documents to ensure ready for execution.
- Administer post-award related issues i.e. change orders, contract extension and request for additional ACV (Approved Contract Value) to ensure continuity of services.
- Support any procurement initiatives including e.g. process improvement and digitalization.
- Ensure all procurement activities are conducted in compliance to PSC, JOCA, JOA and Company’s procurement procedures.
- Problem solving and strong negotiation skills in day-to-day dealings with contractors and contractual / purchasing issue.
- Good interpersonal and communication skills and acceptable level of negotiation capabilities / skill contribute to the effectiveness of the job.
- Knowledge in commercial practices, basic contract law, and international trade practices (INCOTERMS) and other discipline relevant to contract and procurement.
- Possess good leadership quality, integrity, and right attitude, assertive and able to work under pressure with minimum supervision.
- The ability to meet urgent request for goods and services without risking product quality, product competitiveness and cost recovery.
- The ability to expedite contract awards and to procure at competitive prices in a very regulated and rigid procurement regime.
Qualifications
Degree holder or equivalent professional qualification in related fields.Minimum 10 years’ experience in oil and gas industry especially in a Joint Operating or Production Sharing environment.Good understanding of upstream oil and gas operations.Good understanding in contract form and internal trade practices.Possess good teamwork and able to work under pressure with minimum supervision.Familiar with ERP Software System such as SAP / Oracle.Knowledge in Procure to Pay Software.#J-18808-Ljbffr
