Responsible for providing leadership, technical expertise and governance in process and technical safety management across projects, operations and the corporate function. This role is to ensure that process safety principles are systematically applied to prevent major accident events, and to support compliance with applicable regulations, standards and company requirements.
The role works cross-functionally with project teams, production operations, engineering disciplines, and corporate leadership to drive continuous improvement in process safety culture and performance.
Key Accountabilities
Process Safety Governance & Strategy
- Develop and maintain corporate process safety management (PSM) frameworks, standards, and procedures in line with industry best practices (CCPS, API, IEC, ISO, OSHA Petronas PSM).
- Lead assurance activities including process safety audits, reviews, and performance reporting.
- Provide technical and strategic advice to leadership on process safety risks, compliance gaps, and improvement priorities.
Support to Operations
Support operating sites in maintaining compliance with process safety standards and regulatory requirements.Facilitate or review key studies such as HAZOP, LOPA, Bowtie, and SIL verification, ensuring risk reduction measures are implemented.Conduct / lead risk assessments for management of change and support deviations.Provide expert input and / or lead Pre‑Activity Safety Review (PASR), and incident investigations.Monitor process safety KPIs and lead initiatives to formulate plans to strengthen operations safety.Provide assurance and lead efforts for maintenance of Process Safety Minimum Requirements elements across the Company (e.g. PHA, OP, PSI etc.).Oversee requirements for identification and assurance of Safety Critical Elements (SCE), ensuring assurance tasks are updated, implemented and consistently maintained across the operations lifecycle.Support to Projects
Ensure process and technical safety integration throughout all project phases (concept, FEED, detailed design, construction, commissioning).Review design deliverables to verify compliance with inherently safe design principles and corporate requirements.Lead and coordinate key risk studies such as QRA, fire / explosion modelling, dispersion analysis, and facility siting.Interface with engineering disciplines to ensure that risk mitigation measures are incorporated into design and verified during implementation.Responsible to ensure project deliverables are completed in accordance with the project execution plan and Companys Stage Gate Process.Technical Safety Competency
Act as the companys subject matter expert (SME) in technical safety engineering, providing guidance on :Hazard identification and risk assessment techniques (HAZID, HAZOP, What‑if, Bowtie).Consequence modelling, QRA, fire and explosion analysis, toxic dispersion, and risk contour mapping.Fire and gas detection, relief and flare systems, hazardous area classification, and safety instrumented systems (SIS / SIL).Design reviews for layout, spacing, passive and active fire protection systems, and escape and evacuation studies.Develop and facilitate technical and process safety training programs.Lead integration of Human Factors Engineering (HFE) activities in projects and operations to ensure that human‑machine interfaces, operability, and maintainability considerations are effectively integrated into facility design and operations tasks.Corporate and Cross-functional Support
Support corporate risk management and major accident prevention initiatives.Represent the organization during regulatory engagements, audits, and external reviews.Promote sharing of lessons learned and best practices across assets and functions.Contribute to emergency response / exercise planning and integrity management programsQualifications
KnowledgeA bachelor's degree in a relevant science or engineering discipline is required.
Professional Engineer, Chartered Engineer or equivalent.Demonstrable knowledge of technical safety design, safety equipment type and specification, and safety requirements.Demonstrate an understanding of the full project cycle from concept development through to installation.ExperienceMinimum 12‑15 years experience technical safety design and specification, including considerable practical experience in trouble shooting and start‑up of offshore facilities.
Experience of working as part of a multi discipline team for facilities engineering projects and / or offshore development projects.SkillsGeneral and project management skills.
