Job Purpose
Responsible for ensuring compliance with Quality, Health, Safety, and Environmental (QHSE) regulations, standards, and best practices to maintain safe, efficient, and high-quality operations for railway track projects. You will oversee the implementation of QHSE protocols, conduct inspections and audits, monitor compliance with legal and contractual requirements, and provide training to prevent accidents, improve work quality, and protect the environment.
Educational Qualifications
- Bachelor’s Degree in Occupational Health and Safety, Environmental Science, Engineering, Quality Management, or a related field.
- Professional certifications from DOSH (Department of Occupational Safety and Health) or equivalent in Safety & Health (Green Book); Quality certifications (e.g., ISO 9001 Lead Auditor) are an advantage.
Experience
At least 3–5 years of experience in QHSE, preferably in the railway, transportation, or construction industry.Familiarity with railway track operations, safety regulations, and quality management systems is highly desirable.Experience in conducting safety audits, quality inspections, incident investigations, and environmental assessments.Duties and Responsibilities
Report to the QAQC Manager on all QHSE matters.Develop, implement, and maintain QHSE policies, procedures, and programs specific to railway track operations.Conduct regular site inspections, quality checks, and safety audits to ensure compliance with QHSE standards, regulatory requirements, and client specifications.Provide QHSE training to project personnel, including hazard identification, safe work practices, quality control procedures, and environmental protection measures.Investigate accidents, near misses, non-conformities, and environmental incidents, determining root causes and recommending corrective actions.Prepare comprehensive reports on QHSE performance, incidents, and inspections, ensuring accuracy and regulatory compliance.Monitor the closure of corrective and preventive actions, verifying effectiveness and documenting outcomes.Conduct risk assessments and develop mitigation strategies for hazardous tasks or potential quality failures.Ensure compliance with all applicable legal, regulatory, contractual, and client QHSE requirements.Assist in the development and review of emergency response and environmental management plans.Collaborate with project teams to promote a positive safety and quality culture, encouraging active participation in QHSE initiatives.Maintain QHSE records, documentation, and training logs in accordance with company and ISO standards.Prepare and submit the QHSE Monthly Report to track project performance metrics.Participate in client and regulatory audits, inspections, and compliance reviews.Provide guidance on Safe Operating Procedures and ensure these are reviewed and updated regularly.Support the QAQC Manager in coordinating manpower for QHSE activities to ensure optimal site coverage and effectiveness.Conduct toolbox talks, quality briefings, and environmental awareness sessions.Perform any other QHSE-related duties assigned by the QAQC Manager.Requirements & Skills
Strong knowledge of occupational safety, health, quality, and environmental regulations, particularly relevant to the railway industry.Experience with ISO standards ISO 9001 and quality management systems.Strong analytical, problem-solving, and investigative skills.Excellent communication and interpersonal skills to effectively train and engage staff.Ability to work independently and as part of a team.Attention to detail, with strong organizational and documentation skills.Proficiency in Microsoft Office and QHSE reporting tools.Flexibility to respond to changing priorities and emergencies.Leadership qualities to influence positive QHSE behavior among employees.Physical fitness and willingness to work outdoors and in railway environments when required.#J-18808-Ljbffr
