Quality, Health, Safety and Environment Executive
JOB PURPOSE : To perform responsibilities related to Quality, Health & Safety, and Environment Management Systems within ETC. To ensure compliance with workplace safety and health regulations to safeguard employees, contractors, and visitors.
KEY RESPONSIBILITIES :
- Support continuous improvement initiatives for ETC's Quality, Health, Safety, and Environmental (QHSE) Management Systems.
- Assist in planning, organizing, and monitoring the implementation of QHSE Management Systems.
- Prepare and submit annual reports and other required documentation to regulatory bodies such as DOSH, including incident and accident reports.
- Conduct site inspections and provide detailed reports on findings across various ETC locations.
- Organize and conduct emergency response exercises and evacuation drills for workplaces and sites.
- Identify and update the legal register, and evaluate compliance with applicable legal requirements for ETC.
- Perform internal QHSE Management Systems audits and facilitate external audits for ETC.
- Monitor updates from regulatory bodies such as DOSH, DOE, KKM, MKN, and CIDB, and report changes to ETC Management.
- Ensure timely resolution of non‑conformances in the QHSE Management Systems and monitor the implementation of corrective actions.
- Distribute QHSE‑related communications, including memos, alerts, brochures, and informational notes to ETC sites.
- Identify training needs, assist in preparing training materials, and conduct QHSE training sessions across ETC sites.
- Record first aid cases, inspect first aid kits and fire extinguishers, and maintain related supplies at the ETC office and applicable sites.
- Review, update, and manage QHSE‑related manuals, procedures, work instructions, and forms as required.
- Conduct QHSE induction sessions for new employees.
- Collect data and prepare the Monthly HSE Performance Report for ETC.
- Perform any other QHSE‑related tasks as directed by ETC Management.
- Ensure compliance with the Responsible Business Alliance (RBA) standards across all ETC sites.
AUTHORITIES :
Issue reminder notices to Operation Executive & Site Supervisor regarding QHSE non‑compliance, upon consultation with the ETC QHSE Manager.Conduct internal audits and inspections across all sites.Issue non‑conformance reports organization‑wide for any identified non‑compliance.Follow up on unresolved issues related to QHSE Management Systems compliance.POSITION SPECIFICATIONS :
QUALIFICATION : Possess a minimum Diploma in Safety and Health Management or related field. Certified with the DOSH Yellow Book as a registered Site Safety Supervisor (SSS).
EXPERIENCE : Minimum 2-5 years relevant experience, preferably those familiar with safety requirements in the cleaning industry, building construction, plant operations and maintenance.
KNOWLEDGE AND SKILLS : Knowledge of ISO 9001, ISO 45001, and ISO 14001 standards.
REQUIRED : Good communication skills and able to interact well with personnel at all levels within the organization, supplier, sub‑contractor, customers and site staff.
