Job Summary
To implement competition policies and regulatory instruments including monitoring compliance of the relevant regulatory instruments in the communications and multimedia as well as in the postal and courier market, to foster and promote fair competition in the communications and multimedia as well as in the postal and courier sector to ensure long-term benefits of end users, in line with the Communications and Multimedia Act 1998 (CMA) and the Postal Service Act 2012 (PSA).
Job Responsibilities
- Assist to develop / review policies on competition in the communications and multimedia as well as the postal and courier sectors to ensure MCMC can act promptly to deal with anti-competitive conduct.
- To implement policies and monitor compliance of licensees in accordance with the provisions under the CMA and the PSA, subsidiary legislations, and regulatory instruments and assess anti-competitive complaints to ensure fair and healthy competition in the communications and multimedia as well as the postal and courier sector.
- To analyse and evaluate anti-competitive complaints and propose suitable remedial actions to address this conduct in the communications and multimedia as well as the postal and courier market.
- To conduct and support investigations into suspected anti-competitive conduct to ensure compliance with the CMA and PSA.
- To analyse and evaluate submissions on authorisations of conduct and prepare reports on proposed recommendations.
- To develop guidelines, policies and procedures in accordance with the CMA and PSA to support effective implementation and compliance.
- To collect and evaluate data on the state of competition in the communications and multimedia as well as the postal and courier market and carry out the necessary analysis to gauge market presence and dominance.
- To carry out the assessment on accounting separation to ensure licensees' compliance to accounting separation guidelines
- Assist to organise and carry out awareness sessions on MCMC's competition framework for CMA and PSA licensees.
- Assist in ad-hoc projects and be the department's representative for the identified task force
Qualification & Work Experience
Bachelor Degree in Economics, Law, Accounting or other related qualifications from a reputable university with CGPA above 3.04 to 8 years of working experience with preferably at least 2 to 3 years of experience in handling regulatory work in the area of competition.Sound knowledge of legal, economics, and business and the latest trends in the communications and multimedia as well as the postal and courier industry.Experience in handling projects / assignments related to the communications and multimedia as well as the postal and courier sectors.Sound knowledge and understanding of general competition frameworks.Able to work under minimum supervisionTechnical Competencies / Skills
