Responsibilities
Taxation : Monitor and review the tax return requirements on PLMMSB (for direct and indirect taxation) and provide support for tax advisory or tax planning matters through in-depth knowledge and correct application of taxation rules. Keep up-to-date with changes and new tax rulings and maintain a good relationship with PETRONAS Group Tax to ensure compliance with tax legislations and rulings. Credit Management, Debt Monitoring and Recovery : Drive, plan, implement and monitor the management of billing, Statement of Accounts (SOA) issuance, TAR status, and corrective / intervention actions to minimize credit risk exposure in line with the company’s credit risk appetite. Advise and monitor debt recovery actions (e.g., dunning letters, deferred payment arrangements, third-party debt recovery agencies, legal action, interest charges) with proper approvals. Serve as focal person between Business and Legal / 3rd party Debt Recovery Agencies for successful recovery strategies and to minimize losses from bad debts. Timely processes include : identify and monitor overdue customers; issue reminders; propose defaulter listings to Credit Rating Agencies (CTOS & Experian); monitor Deferred Payment Agreements; notify blacklist to Group Procurement; liaise with Sales on security / liquidation of bank guarantees; and coordinate with Group Legal for customers approved for legal action. Fixed Asset Management : Coordinate fixed assets disposal committee meetings and liaise between business and GFC on fixed assets records, monitor fixed assets movement and impairment to ensure integrity of records. Financial Operations : Direct and control accounts payable operations for payments to vendors and staff, ensure procurement process compliance (3-way matching), staff terms / benefits / entitlements, and SAP ECC 6 processes to maintain payment integrity and reputation as a good paymaster. Banking and Treasury Related : Review daily trade finance and banking activities; supervise financing and banking facilities / operations (including revolving credits, letters of credit, bank guarantees); ensure accurate payment instructions and minimize costs to support efficient finance operations and meet business obligations. Governance and Compliances : Lead governance initiatives within the department to ensure compliance with Group-wide best practices (e.g., Limits of Authority, Financial Control Framework, SOPs) to safeguard accuracy and process efficiency; oversee LOA matters and alignment with PDB and PETRONAS. Assurance : Advise on adoption and changes of Financial Reporting Checklists and other First Line Assurances; assess the effectiveness of design and implementation of controls; lead cross-department audits and evaluate supporting documents for accuracy and compliance; lead Assurance Declarations to support PETRONAS Integrated Annual Report. Contingent Assessment and Onerous Contract Review : Lead assessment with Group Legal to identify contingent indicators and ensure related risks in management accounts / audited accounts; review contracts for tax, legal and financial risks and determine if any onerous contract requires specific accounting treatment and disclosure. Financial Operations (additional scope) : Manage other financial operations such as inventory, insurance, and SAP enhancements to ensure accuracy of numbers and reliable SAP support for business operations. Cashflow Forecast and Dividend Repatriation : Monitor monthly cash flow forecasts; ensure sufficient PLMM cash balance to support operations and repatriate excess cash to PDB in compliance with applicable laws; advise on working capital requirements as approved by the Board. Internal and External Audit : Coordinate internal / external audits and ensure overall compliance; drive mitigation and corrective actions within timelines. Initiative / Add-hoc Task : Plan, coordinate and manage additional tasks related to Governance, Assurance and Financial Solutions, including system / process improvements and policy adoption as directed by Management. Qualifications
Member of a recognized professional accounting body (ICAA, ICAEW, ACCA, CIMA, MICPA, etc.) or a degree with Finance / Accounting major. 10 to 12 years of experience in Finance, Accounting or Governance-related areas in a commercial environment. Strong knowledge of financial accounting, management accounting, budgeting, and familiarity with information technology, economics and marketing. Independent, resourceful, result-oriented, self-motivated with a good attitude / drive. Strong interpersonal and communication skills. Up-to-date knowledge of applicable reporting standards, statutory accounting, Company Act and Income Tax Acts. Proficient with Microsoft PowerPoint, Excel, Word and exposure to PowerBI.
