Summary / Key Responsibilities
- Project Engineer is based at Bestari Solar ("Project") located in Bestari Jaya, Selangor ("OnSite"). The role is responsible for all project sites including up to the connection point of TNB for the BSSB IF facility.
- To act in delegation of PM whenever PM is not at site and to update PM on all issues, concerns, risk, mitigation, incidents, delays, and important notices.
- Ensure all on-site workers follow safety protocols and address any risks on-site according to Edra Safety Guidelines and Procedure.
- Assist PM on the overall project execution according to the key milestones and site management related to the engineering, design, construction, commissioning and start-up of a Solar Plant.
- Assist and liaise with the EPCC Contractor and their Sub-Contractors to ensure adherence to the EPCC Contract, owner specifications, regulatory requirements, as well as to ensure a smooth integration with other Project Component.
- Assist the PM in managing all stakeholders, state agencies and grid off-taker to resolve all project issues and ensure smooth execution of the Project.
- Assist and coordinate to resolve all design and engineering issues and will manage commercial and contractual issues, have overall responsibility for the budget, schedule, QA / QC, safety and reporting, as related to the Solar Plant.
- Oversee daily construction activities on site, participate on weekly GOM&PM calls ensuring compliance with safety standards and project specifications and update PM and GOM&PM when required.
- Conduct parts inspections and audits to ensure materials and workmanship meet project requirements.
- Assist and liaise with BSSB minority shareholder when required.
Functions / Duties :
Lead and support the PM on a daily basis on site including safety, budget vs cost, project schedule, , quality, risk management, engineering, construction and commissioning of the Solar Plant.Promote and enforce safety policies to prevent accidents and ensure a secure working environment.Ensure all works meets regulatory compliance, safety, and quality standards.Monitor and track on a daily / weekly basis the Level 3 / 4 schedule and key milestones.Assist and coordinate design and operational reviews and approvals from stakeholdersAssist in developing the technical standard, specifications, drawing and documents.Work with PM to implement internal Project Control tools.To inspect and ensure handed over inventory and special tools are kept safe and handover to BSSB O&M team during hand over.Prepare periodic reports, maintain all records, on-time report submission to PM and continually update GOM&PM department on project progress.Highlight and manage the Project Risks and assist the PM on the management of the Project Risks.Coordinate multiple contractors at various stages of the Solar Project.Where required, drafting of letters to authorities, stakeholders, etc.Address on-site challenges, making quick decisions to prevent delays or risks after discussing with PM.Support the development of the capital cost estimate at the various Project stage gates.Supervise the procurement process and inventory usage of construction materials by the EPCC based on the EPCC contract.Any other works assigned on ad-hoc or need basis by the Company.Knowledge / Experience / Skills / Competency required :
Qualification & Experience :
Degree in Engineering / Electrical / Mechanical degree or equivalent.Minimum 3 years' applicable experience with Solar Power projects, including management and execution, engineering and design, construction, commissioning and start-upSpecialized / Technical skills / Knowledge required :
Hands on with analytical skills.Highly results-focused.Leadership, analysis and problem solving skills.Competent in MS Office and Project software applications.Possess good leadership skill, self-initiative, good interpersonal and communication skills.
