Senior Manager - Safety, Health & Environment To lead the development, implementation, and continual improvement of the Health, Safety, Environmental & Sustainability (HSE) strategies, ensuring full compliance with all legal, corporate, and client requirements across the LRT Penang Project. Acts as the deputy to the HOD SHE and provides high-level support and oversight to all work packages and subcontractors.
Key Responsibilities
Support the HOD SGE in developing and driving the project-wide SHE Management and She strategies.
Lead the HSE team in ensuring the effective implementation of the project HSE Management System.
Provide direction to package-level SHE Managers, officers, and Supervisors.
Promote a proactive safety culture aligned with "Zero Harm" objectives.
To advise the Head of SHE on the performance of SHE management system and progress of safety & health implementation in accordance with ISO 45001 and ISO 14001.
Ensure the project SHE Management System and implementation compliance with SHE legislative and local authorities requirements.
To authorize the SWO for any non-compliance detected during construction activities.
To coordinate all activities relating to the development, distribution and implementation of the OSH Management programs
To assist the Head of SHE in development, execution and improvement of the SHE management system and achievement of the project Objective and Targets
Carry out incident investigations in the event of any incident (for instance fatal injury, injury, dangerous occurrence, near miss, occupational poisoning or disease, medical treatment case and first aid case) and ensure root cause analysis and reporting in line with project requirements; interface with regulators on all SHE incident investigations.
Assist and involved in Hazard Identification, Risk Assessment and Control establishment for major or high risks and advise the operation and technical team. Involved in the Gate Review process.
Liaise with regulatory authorities (e.g.,
DOSH, MRTM, CIDB, local councils ) for approvals, inspections, and audits.
Oversee the
SHE Passport
system and training programs. Define and implement competency matrices for HSE personnel and Mentor and upskill SHE officers and supervisors.
To provide guidance and consultation internally within the project organization on OSH Management System requirements and implementation.
To attend / chair necessary site meeting with relevant party as requested by the management. Provide SHE updates and address SHE concerns. Represent the SHE function in senior management meetings, authority engagements, and client reviews.
Conduct joint safety & health inspection with local authorities, client and senior management.
Monitor and ensure the production of timely Monthly Safety & Health Performance Report.
Manage the collective of OSH related records / data and develop analysis tool for consistent performance measurement.
Monitor key performance indicators (KPIs) related to SHE performance and identify opportunities for continuous improvement in SHE practices and implement best practices.
Promote a strong safety culture through toolbox talks, campaigns, and continuous engagement with site teams
Coordinating with project managers, contractors, regulatory authorities, and other stakeholders to ensure safety and health standards are met. Ensure clear communication of safety and health policies and procedures to all project personnel.
Involve, support and improve the implementation of SHE Digital integration in the overall project SHE management, monitoring and reporting. Improve the trend analysis and performance reporting
Qualifications
Possess at least a Bachelor's Degree in Occupational Safety and Health, Engineering or equivalent.
Registered Safety & Health Officer (Valid Green Book Holder) with DOSH is an added advantage.
Skills & Abilities
Excellent knowledge of local SHE legislation requirements and SHE Management System requirements.
Strategic leadership and high-level decision making.
Excellent coaching, communication, and presentation skills. Able to communicate with all level in the organization.
Crisis Management and emergency response management.
Ability to lead a diverse SHE team and build contractor capabilities
Expected Minimum Years of Experience
Minimum 13-15 years of working experience with at least 8 years in a Senior SHE role and involved in MRT, LRT or rail-related projects.
Proven track record in managing large multi-contractor construction sites.
