Responsibilities
Project Planning and Design Management
- Participate in preliminary project planning; assist in reviewing civil construction drawings, technical specifications, and bill of quantities (BQ) to ensure compliance with Malaysian Standards (MS), JKR (Public Works Department) specifications, and client requirements.
- Coordinate with design institutes and consulting firms to resolve technical conflicts in drawings and optimize structural designs (e.g., concrete reinforcement, foundation schemes).
Construction Technology Management
Supervise civil construction works (e.g., foundations, structures, masonry, finishing) to ensure compliance with design drawings, construction specifications, and CIDB (Construction Industry Development Board) requirements.Prepare construction Method Statements and technical briefing documents to guide subcontractors in compliant construction, with focused oversight on high-risk operations (e.g., deep excavations, high formwork).Review test reports for materials (e.g., steel bars, concrete, aggregates) to ensure compliance with Malaysian SIRIM certification standards.Schedule and Cost Control
Develop civil construction schedules and coordinate interfaces with other disciplines (e.g., MEP, fire protection) to avoid delays.Monitor material usage and waste; collaborate with quantity surveyors (QS) to review subcontractor progress payments and prevent cost overruns.Quality and Safety Management
Implement quality inspections (QA / QC) and supervise key processes (e.g., concrete strength testing, backfill compaction) to ensure acceptance by JKR or clients.Enforce OSHA 1994 (Malaysian Occupational Safety and Health Act) and CIDB safety regulations; identify hazards in high-risk activities (e.g., working at heights, temporary electrical use) and organize safety training.On-site Coordination and Reporting
Chair site meetings to resolve technical disputes among contractors, clients, and supervisors (e.g., PJKR or private consultants).Maintain daily construction logs and submit regular progress reports (including photos and test records); use the MyCIDB e-Lias system to report project data (if applicable).Compliance and Document Management
Ensure construction complies with UBBL (Uniform Building By-Laws) and local government (e.g., DBKL / MBJB) approval requirements; assist in securing permits (e.g., construction permits, temporary road occupation permits).Compile as-built drawings and operation manuals, and support final acceptance (CCC or PC certification).Qualifications
Familiarity with measures to address construction challenges during Malaysia's rainy season (e.g., drainage planning, concrete curing).Preference for proficiency in BIM (e.g., Revit) or software such as AutoCAD and MS Project.Advantageous to hold a CIDB Green Card and safety training certifications (e.g., NIOSH).Language : Ability to communicate in English and Malay (required for handling official documents and multinational team collaboration). Ability to communicate in Chinese (Mandarin) will be an added advantage.Local experience : Familiarity with Malaysian subcontractor management, labor laws, and the impact of Islamic holidays on project timelines.Regulatory awareness : Attention to updates in policies (e.g., CIDB's mandatory BIM Level 2 requirement in 2023).A diploma or higher education; at least 3 years of work experience, with preference for candidates with experience in Chinese-funded construction enterprises in Malaysia.
