Job Purpose
Assist SM in ensuring safety and security of marine operations within the Pengerang Deepwater Terminal and ship’s navigating within the Exclusive Operating Area (EOA). He is responsible for the proper operations of VTMS and Marine Operations Centre (MOC). He supports SM for ensuring a safe work environment within the organisation and provides advisory services with regards to safe work practices on marine activities within EOA.
Lead and guide his team enabling optimum output required for MOC operations and maintenance. He shall be guided by the conditions stipulated in Terminal Operating Licence (TOL).
Key Accountabilities
- In charge of VTMS operations, data tracking, recording and maintenance. Ensures VTMS performance are aligned with recognised standard and as per TOL requirements.
- Review daily report provided by MOC and prepares monthly status reports. Navigation aids defects shall be reported and follow up on rectifications.
- Review maintenance strategies and maintenance service contracts with his reporting manager for effective and sustainable cost. Responsible for safety, security and housekeeping of MOC.
- Manage day to day operations of MOC and the staff assigned for VTMS watch keeping duties. Proposed work activities and schedules for the staff including upkeep of relief plans for staff.
- Ensure staff uphold work standard in accordance to DIALOG HSE policies, Oil & Gas industries guidelines and marine communications ethics.
- Ensure good relations is maintained with all stakeholders and service providers. All issues related to PDT and EOA are properly responded and handled diligently.
- Vessel tracking reports for the purpose of Marine Management Fund (MMF) invoicing are submitted to Operations Executive for compilation within the timeline and performance standard expected.
- Liaise closely with other departments within PMO and DIALOG group for the common interest of maintaining high standard of safety and security within PDT and EOA.
- Support PMO’s and Group HSE safety initiatives. May be assigned tasks for supporting initiatives.
- Maintain statistics of safety and operations performance in comparison with recognised benchmarks as per guidelines from reporting manager.
- Ensure contractors providing services comply to agreed scope of work complying with safety codes, regulations and HSE procedures.
- Report and rectify unsafe practices and conditions. Member of investigating team.
- A member of emergency team. Emergency role shall be as per assigned in emergency Response Plan.
- Propose VTMS staff to undergo appropriate training for knowledge and skill development. Training shall meet DIALOG’s training plans and requirements. Ensure training records are maintained and submitted to Administration Executive.
- Constantly appraise subordinates for optimal performance. Promote integrity, conducive and team work environment within organisation.
- Host visits to PMO VTMS centre as directed by reporting manager.
- Support in controlling departmental expenditures and propose annual budget.
- Assist PMO and Dialog Group for any special projects and assignments.
Requirements
Obtain a Diploma in Marine Studies or Certificate of Competency as Deck Officer or professional certificate in VTS or 10 years of experience in marine VTS operations.Fast learner. Able to adapt to office and control room environments which demands for high efficiency and proficiency.Exhibits good values and shows character of an exemplary staff.#J-18808-Ljbffr
