Job Purpose
Execute, lead, and manage the end-to-end strategic sourcing for all Digital and corporate tenders through effective Procurement, 5 Rights—quality, quantity, place, time, and price and deliver procurement value to the organization with full observance of appropriate guidelines, policies, practices, and administration.
Key Accountabilities
- Coordinate, check and review the procurement of Works, Supply, and Services with full observance to Procurement policies, procedures and guidelines for CAPEX and OPEX.
- Foster and develop effective relationships with internal stakeholders and manage strategic partnering relationship with external stakeholders to ensure continuous excellence of service for Prasarana business.
- Strategize, advise and execute the right procurement strategy for each RFx exercise in meeting savings target.
- Provide consultation to the Project Manager and Project Team on procurement processes along the sourcing activity.
- Acquainted and keep abreast with the market trend and changes and on bus business (among others but not limited to) and the related business commodities and technologies to establish market intelligence and database for determination of best procurement strategy.
- Well versed in the prevailing laws, regulations, government policies and directives not limited to Procurement matters, but also on customs, taxation, environment, international trade etc.
- Lead and manage a group of sourcing personnel to achieve total cost optimization and total value optimization.
- Work closely with the Procurement Category Management team to identify potential value with multi-layered sourcing opportunities.
- Lead, execute and manage the end-to-end sourcing activities.
- Involve in post contract administration (if required) i.e., meeting with Project Manager's team on nonperformance contractor etc.
- Work together with the rest of GDP team members to achieve excellent score in the Customer Satisfaction Index surveys from internal stakeholders.
- Involve, participate and contribute to any ad-hoc tasks assigned as and when required by the company / division / department.
Qualifications, Skills & Knowledge
Bachelor Degree in Business Management or equivalent.Minimum 10 Years of working experience.Proficient negotiator with good commercial (fact based) and excellent business acumen.Well versed with Procurement policies, procedures and limit of authority.Strong analytical and strategic thinking skills with full understanding of Total Cost of Ownership principles.
