Job Summary
Job Summary – Manage end-to-end administration of numbering resources, including assignment, suspension, cancellation, surrender, number portability, and policy-related matters, to ensure fair, transparent, and efficient utilization in accordance with regulatory frameworks.
Job Responsibilities
1. Numbering Assignment
- Manage applications for numbering resources to ensure fair, transparent, and efficient assignment in accordance with the Numbering Regulations 2016 and NEAP.
- Evaluate and review all numbering applications to ensure compliance with established evaluation criteria.
- Maintain the Numbering Management System (NUMSYS) to ensure the system remains updated and operational.
- Plan and monitor numbering resource utilization to ensure alignment with strategic objectives and efficient resource use.
- Conduct audits and usage reviews of assigned numbers to ensure correct utilization and enforce corrective action where necessary.
- Monitor and respond to technical numbering enquiries to protect consumer rights and uphold regulatory clarity and protect consumer interests.
- Prepare approval and / or information papers for numbering assignment, cancellation, suspension and surrender, as well as policy proposals and NEAP amendments, to support effective regulatory decision-making.
- Represent the organization in technical numbering forums (e.g.) ITU-T SG2, SG20) to safeguard national interests and stay informed on global developments.
2. Quality and Business Continuity Management System
Implement quality management processes for the unit to ensure effective adherence to QMS standards.Collaborate on QMS activities to support continuous process improvement and regulatory excellence.Lead the development and maintenance of the department's Business Continuity Management (BCM) plan to ensure operational resilience and preparedness during disruptions.3. Others
Participate in internal and external working groups to maintain active stakeholder engagement and alignment on numbering matters.Identify and address training and development needs to support continuous capacity building in numbering-related functions.Qualifications & Work Experience
Degree or professional qualification from a leading and recognized university, preferably in Engineering (Telecommunications / Communications / Electronics) or Information Technology.4-8 years of work experience in a regulatory or telecommunications environment.Familiarity with telecommunications or communications networks, numbering, or related technologies.Experience in project management, analytical reporting, and stakeholder engagement.Proficiency in proposal and policy writing.Technical Competencies / Skills
