Develop, implement and review employment related policies for Bursa Malaysia as well as enforcement and advisory of discipline, policies and all labour related matters to create a fair, harmonious and nurturing working environment for Bursa Malaysia.
This includes an extended scope with collaboration with Risk & Compliance division under the Integrity Unit team working on implementation and managing the integrity management frameworks, processes and guidelines in a consistent, efficient and effective manner across the Bursa Group.
Key Responsibilities
- TO MANAGE EMPLOYMENT & LABOUR RELATED MATTERS INCLUDING HANDLING UNION RELATED MATTERS AND RESOLVING GRIEVANCES IN ACCORDANCE WITH BURSA’S POLICIES AND PROCEDURES
a) To lead negotiation on the new terms and conditions for non-executives staff with the National Union of Commercial Workers (NUCW) during a renewal of Collective Agreement (CA).
b) To arbitrate and mediate all employment and labour related issues between employees and management.c) To handle and manage grievances prudently and in accordance with the Company’s policy and procedures.d) To provide consultative advice on all issues relating to prevailing labour laws and industrial relations practice in accordance with Employment Act, Industrial Act and Trade Unions Act.e) Provide consultative advice and assistance to line managers on handling disciplinary etc.f) Conduct proper inquiry for misconduct in accordance with the Labour Law and natural justice.g) Investigate, compile evidences and conduct domestic inquiry.h) To represent the Company during conciliation meeting at the Industrial Relations Department, Ministry of Human Resources and to liaise, facilitate and assist external lawyers (including MEF representatives) on dispute at Labour Court, Industrial Court and Appellate courts on employment, labour and union related matters.TO DRIVE, REVIEW AND ENFORCE POLICIES & DISCIPLINEa) To champion and review Bursa’s employment related policies as Employee Handbook, Human Resource Manual, Code of Ethics, Securities Transaction Policy, Work From Home, etc. This includes any new amendments with any new regulations which will impact employee.
b) To strengthen and enforce policies and discipline at workplace which includes providing consultative advice and assistance to line managers, drafting and issuing show cause letters and to mete out appropriate punishment letters.c) To compile evidence, draft charges, and conduct Domestic Inquiry for any serious misconduct in accordance with the established principle and practice of labour law including full compliance with the principal of natural justice.Company Overview
