Manager, Health, Safety, Security & Environment (HSSE)
We are seeking an experienced Manager, HSSE to lead our Health, Safety, Security, and Environment initiatives in Malaysia. This critical role will oversee the implementation, enforcement and continuous improvement of our HSSE Management System across all project phases for our energy infrastructure and data center construction projects.
You will be responsible for ensuring full compliance with all relevant and applicable Malaysian legislation, including regulations from DOSH, DOE, and CIDB, as well as adherence to lender requirements and our internal corporate standards.
This role requires a strategic and proactive leader with proven hands-on experience in managing complex safety and environmental challenges within a dynamic construction environment. You will champion a safety-first culture and drive operational excellence in all aspects of health, safety, security, and environmental performance. to drive a safety-first culture.
This role is a site-based position, with the initial assignment located at a project site in Perak, Malaysia. It is offered as a 1-year contract, with the potential to transition into a permanent role depending on performance and evolving project requirements.
Responsibilities
- HSSE System Governance : Implement and continuously improve Vena Energy’s HSSE Management System in Malaysia, ensuring it aligns with global standards, regulatory requirements, and lender expectations.
- Regulatory Compliance : Maintain a country-specific HSSE legal register and act as the primary liaison with local authorities such as DOSH and DOE.
- Risk Management : Lead the implementation of the corporate risk framework. You will facilitate risk identification, conduct periodic reviews, and coordinate on-site mitigation planning to ensure proactive safety measures are integrated into all project phases.
- Training and Development : Design and oversee a comprehensive HSSE training plan for all staff, contractors, and visitors. You will be responsible for high-impact training programs, simulations, and evaluating their effectiveness.
- Contractor and Site Oversight : Lead the HSSE prequalification process for contractors, conduct regular site audits, and promote proactive reporting of near misses. You will ensure safety requirements are embedded into all contracts and scopes of work.
- Incident and Emergency Management : Take the lead in emergency preparedness by developing and testing Emergency Response Plans (ERPs). You will also oversee incident investigations and ensure all corrective actions are promptly closed out.
- Strategic Contribution : Support regional HSSE initiatives, participate in knowledge-sharing across countries, and provide strategic input to help Vena Energy achieve its safety goals.
Pre-requisites
Bachelor’s degree in Occupational Safety, Environmental Science, Engineering, or a related field.Registered Safety & Health Officer (SHO) with DOSH Malaysia (Green Book) or a certified Safety & Health Coordinator (SHC).At least 10 years of progressive HSSE leadership experience, preferably in large-scale energy infrastructure or data center construction projects.Experience working with lender or International Financial Institution (IFI) requirements, such as the Equator Principles or IFC standards, is highly desirable.Proficient in international HSSE standards such as ISO 45001 / 14001.Competent in conducting risk assessments across development, construction, and operational phases, including SIMOPS and Permit-to-Work (PTW) systems.Skilled in incident investigations using methodologies like ICAM and 5-Whys.Strong understanding of Malaysian OSH and environmental laws. Experience with environmental permitting, EIA processes, and high-risk construction oversight (e.g., elevated work, hot works) is essential. Knowledge of fire safety and critical systems within a data center environment is a strong advantage.Competent in using EHS tools, mobile platforms, and reporting software like Power BI, in addition to advanced proficiency in MS Office.Strong leadership skills with a proven ability to engage with diverse stakeholders, including contractors, regulators, and internal teams.Excellent and confident communicator who can facilitate training, coaching, and change initiatives.Analytical, composed under pressure, and capable of sound decision-making.Ability to travel regularly to support multiple project sites across Malaysia.#J-18808-Ljbffr
