Job Description
We are seeking an Offset Manager to join our team in Kuala Lumpur, Malaysia.
- Actively participate in the Go-to-Market stage alongside Key Account Managers (KAM) and Capture Leaders to identify potential strategic industrial partners and partnerships, in alignment with the strategies of the CDs, KAMs, sales team, and Capture Leaders.
- Identify and define winning ICOs strategies, in conjunction with Thales Malaysia (Country Director and Key Account Managers), sales team, and Capture Leaders.
- Coordinate the ICO tender process and negotiations with end users, local industrial partners, and local authorities, in full cooperation with the Thales Business Line (BL), Sales teams, Legal, and Country Coordinator.
- Provide the required expertise and support to the operational teams to optimise the ICO.
- Understand the ICO processes and guidelines in Malaysia.
- Be responsible for the ICO claims process and audit phases with the local authorities, in collaboration with the Thales BL.
- Consolidate ICO obligation forecasts within Thales Malaysia, ensure that ICO contracts are duly implemented, and secure approval for ICO credits by local authorities, in connection with the BLs Project Manager and BLs ICO Manager.
- Secure the banking of ICO excess credits in Malaysia.
- Organize the Dispatching committee with all the GBUs to allocate the Banked Credits to future projects in Malaysia.
- Provide support to Thales entities without an ICO Manager by assisting in the proposal and valorisation of their ICO projects.
- Develop ICO consultancy services for local companies with ICO obligations.
- Maintain and ensure long-term, trust-based relationships with local authorities and ICO beneficiaries.
- Be responsible for the quarterly ICO reporting for the Asia Region (Malaysia, Indonesia, Korea, Philippines).
- Report directly to the Thales Malaysia Country Director.
Requirements
Bachelor’s degree in Engineering, Business, International Relations, or a related field.Minimum 5 years of experience in offset management, business development, programme management, or government relations preferably in Malaysia.Strong understanding of Malaysia’s ICP policy, local landscape and compliance requirements, and defense ecosystem.Familiarity with Treasury Circular Letters, Offset Credit Valuation, and Offset Banking mechanisms.Proven experience in managing complex, multi-stakeholder contracts / programmes.Excellent negotiation, communication, and stakeholder engagement skills.Ability to work with multiple internal stakeholders both in Malaysia and overseas.Ability to engage with, and build strong relationship with government and industry partners across Malaysia.Experience working with Malaysian defense primes, GLCs or international OEMs.Excellent English proficiency is mandatory, and French proficiency is an advantage.Proactive and has the ability to perform autonomously and as a team player.At Thales, we’re committed to fostering a workplace where respect, trust, collaboration, and passion drive everything we do.
