Recruitment & Talent Acquisition
- Develop and execute annual manpower plans based on project schedules, turnover forecasts, and market benchmarks.
- Partner with Project Managers, Directors, and HODs to identify hiring needs.
- Manage end-to-end recruitment including job posting, screening, interviewing, assessments, selection, and onboarding.
- Establish and maintain a comprehensive talent pool database.
Performance Management & KPI System
Design and implement a 360° performance appraisal and KPI framework.Align KPIs with company goals and project deliverables (timeline, cost, safety, quality, sustainability).Conduct quarterly performance reviews with department heads.Coordinate Performance Improvement Plans (PIP) for underperformers.Ensure fairness and transparency through evidence-based appraisal ratings.Training, Development & Competency Framework
Conduct annual Training Needs Analysis (TNA) and develop training calendar based on competency gaps and CIDB / ESG requirements.Organize internal and external training (technical, HSE, soft skills, management, sustainability).Ensure compliance with HRD Corp (HRDF) claimable programs.Track attendance, post-training evaluations, and competency progression.Compensation, Benefits & Payroll Coordination
Work with Finance to ensure accurate and timely payroll processing.Verify overtime, allowances, site claims, and project-based incentives.Benchmark salary structures against industry standards.Administer statutory contributions (EPF, SOCSO, EIS, PCB) and ensure full compliance.Oversee leave management, attendance tracking, and HRIS accuracy.Recommend reward and recognition improvements to enhance retention and morale.Industrial Relations & Employee Engagement
Advise on grievances, domestic inquiries, and misconduct cases.Liaise with Labour Department, PERKESO, KWSP, and other authorities; represent company in conciliation or arbitration.Maintain positive management-employee relations through transparent communication.Lead engagement initiatives : team-building, appreciation events, welfare programs, and internal communication.Promote a safe, respectful, and inclusive work environment.HR Policy, Compliance & Administration
Review, update, and enforce HR policies, SOPs, and employee handbook in line with labour laws and ISO standards.Maintain and secure employee records, contracts, and documentation.Conduct periodic HR audits across HQ and sites; ensure zero major non-conformities.Oversee office and site HR administration, including accommodation, transport, and welfare logistics for site personnel.Requirements
Minimum 8 years of relevant HR leadership in construction, EPC, Facility Management, or heavy‑industry environments; multi‑site exposure mandatory.Proficient in HR2000 (or equivalent ERP HR module); SQL / query skills and automation (RPA) experience will be added advantage.Deep expertise in Malaysian HR policies, employment law, Industrial Relations Act 1967, operational HR practices and statutory compliances (EPF, SOCSO, EIS, PCB, PDPA).Hands‑on experience with HRIS, HR reporting, and workforce analytics.Seniority level
