Job Purpose / Summary
Execute and coordinate the strategic planning, development, and enhancement of cost-effective and relevant learning and development (L&D) programmes and initiatives to address individual functional and behavioral competency needs across the organisation. Oversee the effective utilization of the allocated training budget to ensure the successful implementation of learning and development initiatives withing the MCMC Academy.
Job Responsibilities
- Execute compilation of budget requirements for comprehensive learning and development activities, and coordinate with the finance division to monitor budget utilisation as required.
- Lead Learning and Development Department (LDD) projects by overseeing project planning, execution, and successful delivery in alignment with organisational objectives
- Conduct employee competency assessments and training needs identification exercises to determine skill gaps organisation-wide (e.g., Training Needs Analysis, Competency Assessment).
- Develop and enhance customised in-house training programmes with subject matter experts (SMEs) and training providers, guided by instructional design methodology to ensure content meets learning objectives.
- Coordinate with relevant stakeholders to gather information and updates for inclusion in communication and engagement sessions.
- Prepare documentation for budget utilisation to implement L&D programmes, initiatives, and renewals of online learning platforms and LMS subscriptions.
- Lead process re-engineering for policies, SOPs, and guidelines to reduce cycle time of training application processing, streamline operations, and optimise performance.
- Lead data analysis initiatives by developing and managing automated dashboards and reports to assess learning completion and programme effectiveness, enabling informed decision-making and continuous improvement.
- Ensure completion of mandatory individual learning KPIs.
- Undertake ad-hoc assignments, tasks, or projects assigned by management, ensuring timely and successful outcomes.
Qualification & Work Experience
Minimum Bachelor's degree in Education, Human Resources, Business Administration or related fieldAt least 5 years of experience in learning and developmentAny professional certifications in project managementStrong analytical, communication, and stakeholder management skillsExperience with instructional design, e-learning platforms and L&D programme evaluation.Technical Competencies / Skills
