Job description

We are looking for a Talent HR & Admin Manager for Organizational Development who leads our employee development initiatives by hosting a training program, is responsible for recruiting suitable talent for the company, besides conducts training for internal staff and educational programs.

A Talent Manager in HR is responsible for identifying, developing, and retaining high-performing employees within an organization, aligning talent management strategies with business goals. They develop and implement programs for employee training, coaching, and career development, ensuring compliance with legal requirements and measuring the effectiveness of talent initiatives.  Able to communicate in Mandarin to Chinese verbally.

Duties & Responsibilities :

  • Provide professional expertise and support in the design, development, and implementation of the talent review process that is required to achieve business goals and results in the creation of an internal bench of top talent.
  • Develop and monitor overall HR strategies, systems, tactics, and procedures across the organization and manage a performance appraisal system that drives high performance
  • Manage and execution of the performance management system, including current job descriptions, standards of performance, and performance evaluation instruments.
  • To assist in recruiting activities such as posting job advertisements, sourcing & screening of applicants, interview arrangement, and remuneration benefits package.
  • Develop and implement creative and innovative sourcing strategies and techniques to build a pipeline of qualified candidates.
  • To bridge management and employee relations, retention is achieved, addressing grievances or other issues.
  • Handling workplace investigations, employee disciplinary, and termination procedures.
  • Reviewing employee timesheets, allowances, and incentives at each pay period to ensure that hours, rates, and pay align for each employee.
  • Verifying new hires' salaries and ensuring that staff resignations are fully paid out.
  • Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.
  • Oversee and manage a performance appraisal system that drives high performance
  • Oversee the operation of administrative expenses and maintenance incurred, Company properties, and other Tasks on Adhoc.
  • Undertake special assignments, Ad-Hoc functions, and related duties as specified by the Management.

Training & Development (Internal / External)

  • Implementing systematic staff development procedures.
  • To assist in the coordination of Internal / In-House Training, such as training facilities, meal arrangements, and preparation of training documents.
  • Assess training needs to apply and monitor training programs
  • Design and develop training programs (outsourced and / or in-house
  • Mapping out training plans and schedules, designing and developing training programs (outsourced or in-house) for corporate, HR training, and more.
  • Requirements :

  • Qualified SPM, Bachelor's degree in Human Resources, Psychology, and Neuro-Linguistic Programming. HRDF Train the Trainer Certificate or related field.
  • 5 years of work experience in quantifiable measures of performance time for a specific objective.
  • Experience including talent management and performance management.
  • Experience in all areas of sourcing, such as the internet, social media, networking, employee referrals, job postings, and virtual job fairs.
  • Ability to complete a full training cycle on employees' development skills (assess needs, plan, develop, coordinate, monitor, and evaluate)
  • Nurture a positive working environment
  • Strong communication skills in written words. Able to communicate in Mandarin to Chinese verbally.
  • Candidates fluent in Mandarin are preferred as the role requires candidates to deal with Mandarin speakers.
