The Manager / Senior Manager, Production Unit 2 is responsible for managing the safe, efficient, reliable, and environmentally compliant operations of the site's process areas, including LRCC and HDS2, along with their associated utility units. This role ensures that production targets are achieved and that maintenance and reliability issues are effectively addressed.
Governance, Strategy & Planning
- Establish and implement production objectives to achieve high reliability and performance in line with business targets and Refinery Management System Procedures.
- Manage medium- and long-term operational plans for the process areas.
- Prepare the annual operating and maintenance budget and ensure strict cost control.
- Optimize production by maximizing asset capability and flexibility while minimizing unnecessary costs and maintaining current quality standards.
- Drive operational excellence through performance improvement, asset management, and achievement of key KPIs.
- Support and strategize plant reliability improvements, proactively identifying and addressing areas for enhancement.
- Ensure optimum profitability by meeting production targets set by E&S.
- Develop business plans, budgets, downtime targets, and other KPIs that impact plant operations.
- Chair ART meetings and ensure continuous reliability improvements.
- Attend RPM and RST meetings.
Business Partnering
Drive, organize, and integrate consistent and proactive collaboration across functional departments to deliver excellence in process performance, reliability, safety, quality, productivity, and optimization.Maintain strong coordination with Engineering, Maintenance, Technology, E&S, and other support groups to ensure optimal execution of plant activities.Manage cross-functional operational decision-making to sustain best practices and operational knowledge, ensuring the most effective deployment of resources.Participate in planning processes with Supply, Distribution, E&S, and third-party stakeholders.Liaise with the Security Manager in reviewing ERT and EST team memberships.Service Delivery
Achieve high asset integrity and reliability by developing robust operational procedures and maintenance programs.Ensure production unit operations are aligned with GAME-ME work practices and procedures.Oversee PDI gantry lorry operations and ensure product quality (PQ) standards to customers are consistently met.Ensure proper implementation of Management of Change (MOC) procedures and communicate changes effectively to staff.Ensure all assets are reliably maintained and meet the highest integrity standards.Serve as contract owner / holder for specific consumer / services, with associated responsibilities.Approve overrides with appropriate mitigation controls and compliance assurance.Approve DCNs, MOCs, and PSSRs to ensure safe start-ups.Deliver product quality targets as per operational plans.Approve overrides exceeding 72 hours and related DCNs.Support execution of Production Unit (PU) turnarounds and commissioning of new projects.Monitor production team operations and initiate corrective actions as necessary.Compliance & Risk Management
Ensure all activities are conducted in full compliance with Health, Safety, and Environmental practices, procedures, and standards as outlined in the HSE-MS.Implement the Refinery Quality System and ensure compliance with refinery-wide procedures, section Quality Assurance procedures, and working practices.People Management & Leadership
Propose to the Department Manager a continuous 1–5-year business plan for workforce competency development, internal / external transfers, recruitment timelines, and qualification requirements.Develop a 5-year workforce plan to adjust shift / people competencies and propose recruitment strategies.Collaborate with the team to create an annual training plan to support the 5-year people plan.Maintain continuous communication and engagement with operations staff.Develop training policies in cooperation with operations trainers.Foster a trusting relationship with the team, manage recruitment, and lead workforce development.Effective Linkages with Hengyuan Group
Collaborate closely with regional teams to conduct regular joint analyses and assessments to identify improvement opportunities and resolve issues.Job Requirements : Education
Minimum SPM graduate with a strong credit in Physics.Higher education (Diploma / Degree) in Engineering or related technical field is preferred.Years Of Experience
At least 20 years of experience in Operations, including experience in a managerial role. Must possess vast and in-depth knowledge of processes, operations, and functions across all process units in both Inplot and Offplot complexes.
